Not complying with this new law could result in a $50 fine. While this new ordinance only applies to those traveling in the town of Blacksburg, the issue of mo-ped safety is one that should also be addressed at the state level. This idea is echoed by Blacksburg Attorney Larry Spencer who in a statement published on the town of Blacksburg's web site, said "A moped can travel to speeds as high as 35 miles per hour, they do not have to be registered or insured, and operators need no motorcycle license or riding experience," Spencer said. "This is why an ordinance that addresses moped safety in our town is important."
A mo-ped is defined by the town of Blacksburg as a vehicle travels with no more than three wheels on the ground and has a seat with no less than 24 inches from the middle of the seat to the ground. Those operating vehicles of this nature will be required to wear Department of Transportation approved helmets and goggles, starting Oct. 1.
This new ordinance was passed primarily with the safety of Blacksburg citizens, and moped riders alike, in mind. While mo-ped operators must be at least 16 years old to drive, the lack of required insurance and safety precautions, specifically helmets, is dangerous for everyone on the road.
Especially with the increase in gas prices, more people have taken to the streets with alternative methods of transportation. Implementing safety measures and precautions is important, especially seeing as mo-peds can travel up to 35 miles per hour and passengers could be seriously injured in the case of an accident. While we are well aware that this is nowhere near as fast as a car's capabilities, we commend the town council of Blacksburg for taking the necessary steps in preventing the possibility of injury ascertained or inflicted while on a mo-ped or scooter.
